Proposed. Reactivation
1.
The attached letter, with External telegrams 1868
and 1869 dated 13 August attached, and telegragi 1890 dated 15
August concerning the proposed reactivation of the Combined
Policy Committee, were passed to you for comment.
2.
The telegrams referred to above have been reviewed
by the Joint Special Weapons Policy Committee, which concurs
in the proposed reactivation of the dormant Combined Policy
Committee insofar as it affects the nuclear aspects of technical
cooperation in research and development for military purposes.
The suggested reactivation is welcomed in that, by providing
policy guidance at the Ministerial level to Tripartite Technical
Cooperation, a gap in the present organization would be filled.
There is no evidence of conflict with existing standardization
agreements or working groups.
3.
Attached for your approval is a draft reply to
Ebcternal Affairs expressing agreement with the proposals outlined
in respect of the reactivated committee.

Proposed Reactivation of Combined Policy Committee
1.
Please refer to your letter and attached telegrams
dated August 15, 1958 on this subject, followed by telegram
1890 of same date.
2.
The proposal to reactivate the Combined Policy
Committee of 1943 at the Ministerial level is welcomed, and
the outlined objectives, responsibilities, membership and
procedures are concurred in. It would appear reasonable
at this time to reactivate a senior coordinating body such as
this, and without unnecessary publicity, as has been suggested.
