between r e p r e s e n t a t i v e s of t h e . C a n a d i a n and United
S t a t e s Governments c o n c e r n i n g t h e s t r e n g t h e n i n g of t h e
c o n t i n e n t a l a i r defences by a g r a d u a l i n c r e a s e i n t h e
numbers of a i r defence weapons w i t h n u c l e a r

capability.

These d i s c u s s i o n s have t a k e n i n t o account recommendat i o n s by CINCNORAD as t o t h e immediate m i l i t a r y re*
quirement f o r t h e s t o r a g e a t c e r t a i n p o i n t s i n Canada
of n u c l e a r a i r - t o - a i r d e f e n s i v e weapons.
Recognizing t h e need to s t r e n g t h e n t h e cont i n e n t a l a i r d e f e n c es a g a i n s t the t h r e a t which e x i s t s ,
and r e a l i z i n g t h a t t h e f u l l p o t e n t i a l of

air-to-air

d e f e n s i v e weapons i s a c h i e v ed only when t h e y a r e armed
w i t h n u c l e a r warheads, t h e Canadian Government i s p r e pared t o permi t t h e s t o r a g e of n u c l e a r

air-to-air

d e f e n s i v e weapons i n Canada i n accordance w i t h t h e
c o n d i t i o n s s e t out i n t h e a t t a c h e d Annex..

ANNEX

1.

The weapons under consideration are such defensive
nuclear air-to-air weapons as may from time to time
be made available to the forces under the command
of CINCNORAD.

2.

These weapons will be stored at Goose B ay and Harmon
Airforce Base, Newfoundland.

The cost of the establish-

ment, maintenance and operation of the storage facilities
shall be the responsibility of the United States Government,

Arrangements for the physical security for the storage sites
will be th© joint responsibility of the Governments of the
two countries.

Safeguards in the design and handling of

these air defence weapons to minimize the possibility of
accidental explosion and to afford the maximum protection
of lives and property will be the responsibility of
the United States Government and will be subject to
the approval of the Canadian Government»
4.

Ownership of the nuclear warheads shall remain with
the United States Government in accordance with
United States law.

5.

Transportation to or from storage facilities of these
weapons and warheads through Canadian airspace will
be governed by Canadian Government regulations. Import
and export of these weapons will be subject to Canadian
Government regulations, and detailed procedures will be
negotiated between the appropriate Government Departments9

J o i n t r e s p o n s i b i l i t y for the removal from storage s i t e s
and for the us© of t h e s e weapons w i l l be shared
by t h e Canadian and United S t a t e s Governments.
They w i l l b© used only i n s i t u a t i o n s of grav©
emergency and i n accordance with plans and procedures
governing t h e operations of t h e North American Air
Defence Cojamand as approved by the two Governments.

7.

Any t e s t f i r i n g of these weapons which may be r e quired w i l l t a k e place o u t s i d e of Canada*

8.

The terms of t h i s Agreement w i l l be reviewed annually
by t h e two Governments and may be terminated by
e i t h e r Government upon s i x months 1 n o t i c e .

Supplementary arrangements or administrative agreements between authorized agencies of the two Governments may be made from time to time for the purpose
of carrying out the intent of this Agreement.
