MEMORMDUM/TO/MR. B RYCE
Re: Nuclear Weapons Policy and the Fourth
Power Problem

Jack McCordiok came down this afternoon and
told me that he thought that the fourth draft of the
paper - i.e. the one which contains those parts of External
Affairs' amendments to the third draft which were
acceptable to you - would make an acceptable version for
you and Mr. Leger to take to London. He proposed that
this should not be the paper to be shown to Ministers at
this stage but simply a document which you and Mr. Leger
would have in oase the subject has to be discussed.
Knowing your preference for the third draft
of the paper, I did not agree but told Jack McCordick that
I would ask you if this was agreeable. I said that I
would try and give him an answer tomorrow morning, and
would appreciate knowing your views on his proposal.
