I recognize that there is a problem about tactical and strategic weapons and I am perfectly willing to agree to trying to put in a warning at some point that we are over-simplifying this. I think, however, that the technical developments do not vitiate the substance of what we are after and we cannot hope to spell out a whole lot of technical qualifications In a memorandum to the Ministers without upsetting it. We should look again at MATADOR for the reasons Zimmerman mentioned and also because if it is what he described, then I fchiHk have some doubt whether any fourth power should possess it in accordance with our basic policy here. In regard to his 4th and 5th paragraphs, I think he has missed our central point and I will do him a short note on it. In regard to the definition of weapons, this must come up when we are getting down to implementing what we have in mind. It is significant but should not alter the essence of it. I think we might well eliminate the words "or to test" in the second last line of paragraph 5- R. B.
