I attach a copy of a third draft paper for
Ministers entitled "Atomic tleapons Policy end the *Fourta
Power * Problem", This third draft is a revision of tho
draft of Hay 7 to include as best possible the ooamenta
which Tsrero received in this office from General Foulkes,
Hr. Bennett, Mr, Humptre and yourself#
In addition X attach a copy of a letter
from the %dor-Seoretary of stato for Extomal Affairs
covering some extensive revisions to a large part of
the paper. In vies of the fact that the ohangos suggested
by the Department of jjpcternal Affairs aro fairly eub»
stantial, iir. Bryce has suggested that it may be desirable
for us to hold a farther meeting shortly in order to
arrive at an agreed version of the paper to go forsmrd
to Ministers in the second week of June. As Hr» Bryce
will he acay from the office for a week or 10 days, a
mooting may have to be hold in his absence. If you would
be good enough to let me know tshea you have had an
opportunity to read these documents I will arrange for
a mooting at an appropriate time.
