I attach a copy of a third draft paper for
Ministers entitled "Atosdo Ueapons Policy and the fFour$&amp;
Power1 Problem1*, This third draft is a revision of the
draft of May 7 to include as best possible the oommsnts
whioh were received in this office froa General Foulkes,
Mr, Plunptro, Mr. Zimmerman and yourself*
In addition, 1 attach a copy of a letter
from 1&amp;e 8nder»0©cretary of state for External Affairs
covering some extensive revisions to a large part of th®
paper. In view of the fact that Urn changes suggested
by tho Department of External Affairs aro fairly substantial, Mr. Bryeo has suggested that it may be desirable
for us to hold a further meeting shortly in order to
erriva at an agreed version of tho paper to go forcard to
Ministers in the second week of June. As Mr. Bryeo will
be away from the office for a week or 10 days, a mooting
may have to be held in his absence. If you would b®
good enough to let mo know when you have had an opportunity
to road these documents I will arrange for a masting at
en appropriate time.
