This third draft Is a revision of the draft of &ay 7 to inolude as best possible the comments which were received in this office from Mr. Plumptre, Mr. Bennett, Mr* Zimmermen and yourself. In addition, I attach 3 copies of a letter from the %der-Secretary of Stats for External Affairs covering sons extensive revisions to a large part of the paper* In view of the fact that the changes suggested by the Department of External Affairs are fairly substantial, Mr. Bryce has suggested that it may be desirable for us to hold a further masting shortly in ordar to arrive at an agreed version of the paper to go forward to Ministers in the second week of June, As Mr. Bryce will be aaay from ths office for a weak or 10 days, a masting may have to be held in his absence. If you would bs good enough to 1st me know whan you have had an opportunity to read these documents I will arrange for a masting at an appropriate time.
