Dear Mr. B r y c e , I enclose a number of draft paragraphs which we suggest might replace paragraphs 12 to 20 of the draft Memorandum to Cabinet dated May 7, 1957, concerning the "Fourth Powers" problem. The enclosed paragraphs 13 and 14 are slightly amended versions of the two paragraphs suggested by General Foulkes in his letter to you of May 9, with the first sentence and one half of paragraph 13 deleted as suggested by Mr. Plumptre in his letter to you of May 17. 2. You will see from the enclosed paragraph 17 that we are preparing a separate memorandum on the subject of Canadian sale policy for uranium which might be considered by Ministers in conjunction with the memorandum on the "Fourth Power" problem. A separate memorandum on uranium sales and the changes we suggest in the key sections of the "Fourth Power" memorandum would, if accepted, require amendments to the other sections of the latter memorandum. We are preparing our suggestions for such amendments and will forward them to you in the near future. 3.
