This is a good paper and from a technical military point of view is

subject to no serious criticism.

It should discharge in a very satisfactory

fashion the responsibility of the Standing Group and the Military Committee
to provide military advice on this matter to the North Atlantic Council.
2.

The fact remains that there are major political difficulties which

the paper does little to solve. It does go a certain distance towards
clarifying those difficulties. The most formidable problems relate to the
political control of the MRBM force.
3.

The agenda of MC/CS calls for "discussion" of this paper rather than

for any more definite action. It is recommended that the Canadian position
in this discussion should be based upon the following points:
(a) Canada approves the paper and believes that it should go forward t

to the North Atlantic Council essentially in its present form.
(b) The MC/CS cannot resolve the political problems involved in the
political control of MRBMs, and there is no point in attempting
to go further in this respect.
(c) Regardless of the wider implications of the MRBM proposal there
is a need to replace a portion of SACEUR's present strike forces
with MRBMs^in order to increase the survivability of these
forces and to guarantee the ability to penetrate.
