Since 14 September i960 negotiations on the ^ subject arrangement have been handled by the Commander **JLA CIBG, Mr. Sutherland, Financial Adviser (Overseas), Jr the Deputy Minister's office and the Directorate of Q Operations and Planning, Army HQ. (See Flag l) * # ^yy <& 2. This subject has been discussed with Mr. J. Anderson in the Deputy Minister's office and IEajoiWaterfield DQOP/Q 2. The Third Draft of the Agreement attached to Minute (l) represents the latest agreed position for Canada in these negotiations. As noted in Minute (l) the Deputy Minister's office still seeks further clarification on several of the financial aspects. & *> •/> <y s^y< *$ yy «<&y c\ 3« The purpose of the draft memorandum to the Minister is to hasten External Affairs action on this subject and thus obtain the best possible position for DND in these negotiations. V U» Since the Arrangement (Third Draft) reflects the agreed views of the responsible Canadian agencies there appears to be no need for further comment on the draft.
