conference on 22 Nov 60 to consider support arrangements
for the Canadian Surface-to-Surface Missile Battery. As
a result of this conference the Commander 4 GldO requested

With reference to 1 a. abc^E, the Army plans to
-have 16 rockets with the unit. Infrastructure funds only
provide facilities for storage of warheads and thus we
are faced with providing storage facilities for lo rockets
on a Canadian basis or -jointly with the British. Sharing
storage accommodation with the British at the SAS site
will be the most economical method of meeting this
requirement.

With reference to 1 b. above, the cost of
providing accommodation and scnooling for the US custodial
detachment is not borne by infrastructure funds. It is
a national responsibility for the user nations, and in
this case, one which is a joint responsibility of Canada
and UK as the SAS site is to be used by both countries.
The schooling of US dependents is a reasonable commitment
to accept as the US system of education mors closely
resembles that ot Canada rather than the UK and acceptance
would place Canada in a good bargaining position on other
items related to the SAS site which are a joint Canada-UK
responsibility.

With reference to 1 c. above, once again this is a

0* responsibility of the user nation. Sharing accommodation

with the UK and thus sharing costs of construction will be
the most economical way of meeting this requirement.
5.
With reference to 1 d. above, since the UK cannot
guarantee to meet all our requirements for 3rd line and base
repairs it would be more economical and efficient to have
all our 3rd line and base repairs to HOWEST JOHW rocket,
launcher and associated specialist equipment of US origin
done by the US.
6.
With reference to 1 e. above, this method of
providing for spare parts appears to be the best arrangement
that can be made at present, and would parallel the proposed
repair channel mentioned in paragraph 5 above.

I recommend that approval be given to the support
arrangements listed in paragraph 1 above.
