Build-up of a NATO multilateral MRBM force '•

At a preliminary meeting held on 11th January, I96I to
consider the methods whereby the North Atlantic Council couldstudy the many problems (military., political,-financial and. technical) raised by the concept of a NATO multilateral MRBM.force as
described by Mr. Herter., it was suggested thai: the International
Staff might aduress itself to the task of listing the various'quq.stions to be discussed.

However, the international Staff,-when assisting the
military authoriti.es/oT the. Alliance to implement documents
-/
C-M(6o)20 and C-M(60)83, became acquainted with the new military
z
requirements of the Alliance for the I962-I966 period as defined
by the Supreme Commanders and submitted to'the Standing Group
but not yet approved by the latter.
The MRBM requirements of the Alliance for end-1966,
based on the proposals of the Supreme Command's, would'appear to
be the following;
k5 MRBMs assigned to 3 squadrons, two of which are
already stationed'in Italy and a third in Turkey;

SACEUR;
-

U50 MRBMs, whose allocation by countries and method
of launching (from land or sea) are not specified;
160 MRBMs assigned to 10 nuclear-powered submarines,
each armed with 16 Polaris missiles (no stated allocation by countries), giving a total for SACEUR of
655 MRBMs.

In these circumstances, is it possible to embark upon
the discussion of M r , Herter's proposal without knowing beforehand whether or not it, is to be regarded as part of a larger
aggregate -embracing-the total MRBM requirements of the Alliance?
. Should the Council agree with my point of vie?/, I
suggest that the United States authorities should be asked to
clarify this point before the list of the- many questions raised
by Mr. Herter's proposal is finalised.
