Draft letter to the Under-Secretary of State for External Affairs. 2. The Chairman spoke briefly on SACEUR's proposal to equip his shield forces with the 1500 mile POLARIS missile. He felt this proposal would be a highly controversial subject, but that most of the problems associated with its procurement would be political in nature. The Chiefs of Staff have been asked certain definite military questions by the Department of External Affairs and although one could imagine many of the political problems associated with SACEUR obtaining mid-range ballistic missiles, the Chiefs of Staff should restrict themselves to consideration of the military necessity for a mid-range ballistic missile in Allied Command Euro pe. 3. The Chief. Joint Ballistic Missile Defence Staff reviewed the paper which was before the Chiefs and which had been prepared by his staff on the NATO mid-range ballistic missile. In his opinion there was a valid military requirement for the POLARIS missile to augment SACEUR's strike aircraft and recommended that the Chiefs of Staff support the proposal. At the same time he felt the Chiefs might have some reservations on the range and number of missiles, but this could not be examined until the detailed deployment proposals had been prepared by SACEUR, It was also his opinion that the CF104 program would not be affected in any way by the proposed introduction of the MRBM to Allied Command Europe, nor was it likely that Canada would be involved in the manning and production of the missiles, although it was possible that Canada might be called upon to contribute to the cost of the program by way of common financing. 4. Following discussion the Chiefs of Staff agreed; a) to support SACEUR's requirement for a mid-range ballistic missile while reserving their position with regard to the specified maximum range of 1500 n.m. and the quantity of 300 missiles pending clarification of SACEUR's deployment plan; b) to support the US proposal for meeting the requirement with the POLARIS missile, the decision on production in the USA or Europe to be determined with regard to relative costs and delivery dates; c) to approve the draft letter to the UnderSecretary of State for External Affairs subject to incorporation of the agreed minor amendments.
