Support for NATO Special Ammunition Storage Sites Where There is More Than One User Nation Reference: SHAPE AG 6430 PANDP dated 14.Aug 59 (copy not attached). 1. The purpose of this letter is to set forth Headquarters Northern Army Group's proposal for user Nation responsibilities toward NATO Special Ammunition Storage Sites, which support the forces of more than one user Nation.- . within Northern Army Group. 2. Paragraph 2 of the SHAPE document referenced above summarizes the#,C! responsibilities of the user Nations towards Special Ammunition Storage ,' E Sites which support the forces of their country in accordance with / SHAPE/128A/58. 3. Where the forces of more than one user Nation are supported from a storage site, there will be a need for a'division of responsibilities among the affected nations. In Northern Army Group and 2 ATAF areas of responsibility, support foE NATO Special Ammunition Storage, where more than one user Nation is involved, is confined for the present to the future operation of two Support Sites as followssLOCATION LAHN (MD05) WERL (MC 21) USERS 1 (UL) Corps ) NORTHAG 1 (GE) Corps ) two (ML) NIKE Bns ) 2 ATAF three (GE) NIKE Bns) 1 (BR) Corps 1 (BE) Corps ) NORTHAG ) two (GE) NIKE Bns two (BE) NIKE Bns 2 ATAF ) 5. Two general possibilities for the sharing of responsibilities by the nations concerned are suggested for consideration in paragraph 5 of the SHAPE document under reference, they aresa. The division of functions (security, transportation,maintenance facilities, etc.) or b. The assumption of full responsibility by one nation, with proportionate cost sharing by the other user nations. 6. The practical applications of both of the above proposals to the LAHN and WERL Support Sites have been studied by this Headquarters in conjunction with HQ, 2 ATAF and it is considered that the simplest solution would be to adopt the suggestion in sub-para 5.b. above, whereby the national force most 001095 �NATO SECRET -2suitably located in each case would carry out the entire administrative J function with other user nations sharing the proportionate cost of the fcidministrative operation by financial agreement with the user nation providing ^the administrative service. The agreements reached will have to be concurred in by the US Government. 7. 2 ATAF user participation of the Support Sites will be limited primarily to the maintenance and repair facilities that are beyond the capabilities of Type F Custodial Sites with the NIKE Battalions. Of the nine NIKE Battalions allotted to 2 ATAF, by mid i960 there will be only one (NL) NIKE Bn operating in the Northern part of the Army Group area using the facilities of the LAHN Support Site and one (BE) NIKE Bn and one (GE) NIKE Bn operating in the Southern part of the Army Group area using the WERL Support Site. By mid-1961 a second (NL) NIKE Bn and one (GE) NIKE Bn will be operating in the vicinity of the LAHN Support Site and the second (BE) and (GE) NIKE Bns in the vicinity of the WERL: Support Site. The remaining two (GE) NIKE Bns in the area of the LAHN Support Site will not be in operation until mid-1962. 8. Under the present SHAPE plan both the LAHN and the WERL Support Sites should be operational by mid-1960, with first priority being given to the construction of the WERL Support Site. During I960/6I it is considered that the need for NORTHAG user participation in the Support Sites will develop more rapidly than in the case of 2 ATAF. NORTHAG will in all probability make greater use of the facilities of the Support Sites for both the storage of HONEST JOHN and CORPORAL- reserves of atomic warheads allotted by SHAPE and the maintenance and repair facilities beyond the capability of Type A Custodial Sites. In connection with the general use which units of NORTHAG will make of the facilities of both Support Sites, this Headquarters also proposes to make full use, during exercises, of the mobility of the US Support Bns which will be operating in these Support Sites. 9. As it is considered that NORTHAG will make the greater use of the Support Site facilities as compared with 2 ATAF requirements for this type of support,it is suggested that Army Group national forces best situated, should carry out the administrative functions for both the LAHN and the WERL Support Sites. Northern Army Group's use of the two Support Sites will be shared by 1 (GE) Corps and 1 (NL) Corps together as regards northern Support Site at LAHN, and by 1 (BE) Corps and 1 (BR) Corps together as regards the southern Support Site at WERL. 10. As there are no Netherlands Forces (Army) stationed in GERMANY in peacetime, 1 (GE) Corps will be the only other Army Group user of the LAHN Support Site. It is therefore, suggested that 1 (GE) Corps be given the responsibility for the administrative operation of the LAHN Support Site with the Netherlands sharing financially in their part of the cost of the support of two (NL) NIKE Bns to be stationed in Germany and the 1 (NL) Corps HONEST JOHN Bn at HET HARDE in the Netherlands. 11. The WERL Support Site is situated in the 1 (BE) Corps area close to a fairly large peacetime concentration of Belgian troops at SOEST approximately 15 kms from WERL. It is suggested that 1 (BE) Corps be given the responsibility for the administration of the WERL Support Site, with GERMANY sharing financially the cost of the support of two (GE) NIKE Bns and the United Kingdom for the support of 1 (BR) Corps HONEST JOHN and CORPORAL units, lincludihg the support of 4 Cdn Inf Bde Gp with a separate financial agreement fWtween--wana^ia~^na~the united Kingdom. ~ -• — * •— 12. The administrative requirements of each Support Site may differ considerably depending on the location and whether they are entirely new construction or whether the administrative area is based partly on existing accommodation for quarters and messing facilities etc. The distance between the custodial maintenance and storage area and the administrative area will also affect the administrative requirement. The SHAPE Criteria and Standards for a Support Site refer to arequirement for 150 personnel for the Station Security Guard. In addition to this requirement a detailed study will have to be made of the need for general duty personnel, Engineer and Signals tradesmen, cooks, military police, fire-fighting service etc. Also the number of vehicles by types including drivers and transport NCOs. It is realised that the final determination of the division of responsibilities rests with the countries concerned. This Headquarters does not intend in any way to direct a solution. Either of the two general possibilities suggested by SHAPE in paragraph 5 above are open for discussion. It therefore would be appreciated if the Ministries of Defence or their representatives concerned with the problem as it affects Northern Army Group and 2 ATAF would please forward their comments. This Headquarters is prepared to attend or, if necessary, chair a meeting to discuss, in co-operation with the user and custodial nations, a solution to this rather complicated part of the NATO special ammunition storage programme. In view of the urgency of the construction of the Support Sites, and in order to speed up the solution to the problem referred to in this letter, this Headquarters would be very grateful if action addressees would forward their comments as soon as is practicable, and if possible before 1 November 1959.
