Western European Union Agreement No.2.FT.1 Medium Range Surface-to-Surface Guided Weapon

References:

a. MAS ltr CH/319/59 dated 19 November 1959

1. By reference a, circulated separately, Chairman MAS forwarded
copies of relevant letters concerning WEU Agreement No.2.FT.1 on the
above subject which was circulated to the non-signatory nations and
to SHAPE for ratification or comment. Norway and Greece have ratified
the agreement. Comments received from Canada are attached as Enclosure
3 to reference a. No replies have been received from Denmark,
Portugal, Turkey, United States, nor SHAPE. The U.S. Delegation to
the Armaments Committee has expressed the view that the Agreement
should be referred to the Standing Group with a request to specify
the NATO requirements for such a missile.
2.

In view of the above, and since, in accordance with the

Joint Working Group Report (C-M(59)82) approved by the Council and
MC 82/2, the Standing Group has the responsibility to decide and
advise the Armaments Committee if a proposal or stated requirement
meets a NATO requirement.
3. The MAS requests Standing Group guidance on the following:
a. Whether the Standing Group will give consideration to
this request on the basis of the documents now available; or

Jb. If, prior to Standing Group decision being taken, the
MAS is required to obtain the awaited replies and pass them to
the Standing Group as well as to WEU; and if so;
c. Will the Standing Group, in addition, require the MAS
to obtain and pass on to Standing Group any comments or
reconciliation of views which may be made by WEU?
h.

You are requested to study the above in conjunction with

the study being made under reference b. in consultation with the
RDC and the Requirements IPT (Col Collongues, Grp Capt Hobbs, Col
Griffin, Lt Col De Wever) and submit your recommendations to the
Standing Group.
