MAS ltr CH/319/59 dated 19 November 1959 1. By reference a, circulated separately, Chairman MAS forwarded copies of relevant letters concerning WEU Agreement No.2.FT.1 on the above subject which was circulated to the non-signatory nations and to SHAPE for ratification or comment. Norway and Greece have ratified the agreement. Comments received from Canada are attached as Enclosure 3 to reference a. No replies have been received from Denmark, Portugal, Turkey, United States, nor SHAPE. The U.S. Delegation to the Armaments Committee has expressed the view that the Agreement should be referred to the Standing Group with a request to specify the NATO requirements for such a missile. 2. In view of the above, and since, in accordance with the Joint Working Group Report (C-M(59)82) approved by the Council and MC 82/2, the Standing Group has the responsibility to decide and advise the Armaments Committee if a proposal or stated requirement meets a NATO requirement. 3. The MAS requests Standing Group guidance on the following: a.
