SHAPE a. MSC a» Determines the general location requirements of custodial storage sites in accordance with operational requirements, and coordinates with user, host and custodial nations to arrive at final detailed locations which are'as nearly in consonance'as practicable vdth the requirements of the major"subordinate command, the user nation, and the custodial nation. Assists the custodial nation in locating support and depot sites. b. Assists host nations in preparation of requests to Payments and Progress Committee for authorization of funds. Assistance may include, but is not limited to, any of the following actions: (1) Assist user nations in preparation of request to host nation to proceed, (2) Arrange conferences betvreen host, user, and custodial nation. (3) Furnish technical advice concerning SHAPE Criteria and arrange for technical advice which may be furnished bjr custodial nation. (4) Insure that storage site locations are in consonance vdth the over-all objectives of the program and that they fulfill the requirements of the NATO Command most closely associated with them. c.. Screens host nation requests for authorization of funds to insure they meet the minimum military requirement and the facilities do not exceed those authorized in the SHAPE criteria. d. Forwards recommendations to SHAPE for each project in area of responsibility. Recommendation should include: (1) Statement as to whether project - meets minimum military requirement. (2) Justification for any upward or-downward deviations from SHAPE criteria* (include technical details if they apply* This will include confirmation that user, host and custodial nation as appropriate have agreed)« (3) Statement that necessary coordination between host, user and custodial, nations hao taken place. e. Takes necessary follow-up action, .including but not limited to, the following: V' (l) Check contract plans and specifications as necessary to insure compliance with criteria and comments made during screening of request for authorization of funds and to insure that it will meet' the minimum military requirement;' 2 TO. (3) Check progress on related facilities being fundedpby host, user, or custodial nation to insure that the entire installation when finished will be completely useable. (4) Report progress of construction by. means of "Quarterly Construction Progress Reports on NATO Common Infrastructure New Categories", (SH-LOG-71). (5) Take necessary action to eliminate delaying factors. Identify delaying factors in quarterly report and explain what action is being taken to eliminate them. (6) Check at each stage to insure that the necessary coordination between user, host, and custodial nation has been effected. This is important in view of the fact that in this program, many technical details are known only to the custodial nation. f. Participate in formal interim and final inspections under the chairmanship of the International Staff of the North Atlantic Council. 5. HOST NATION a. In accordance vdth the requirements..-of the user nation, custodial nation and appropriate NATO command, proposes detailed locations of sites. -•'•• ' b. Prepares Type "B" estimates -and requests for authorization of funds in accordance vdth SHAPE criteria and the military requirements of the user and custodial nations. Deviations from SHsiPE criteria must be fully,justified. Host nations should require' the nation or command who represents the deviation to furnish the justification. c. Takes necessary action to complete' design and construction expeditiously in-accordance vdth the timeEschedule established by the military requirement, '• d. Takes necessary action to accomplish construction of any facilities for which host, user or custodial nation is responsible for funding. The- Construction should be completed on the same time schedule as the NATO common funded construction, in order to provide a completely useable facility. e» Requests assistance from other nations and NATO commands as required. Host nations are encouraged to request assistance from MSCs, user, and custodial nations on problems or questions as they arise. USER NATION • a. Initiates project with minimum delay by requesting host nation to proceed. Eer custodial storage sites, the user nation of the weapons delivery unit is the user nation of the site. For support and. depot type , Special Ammunition Storage sites the oustodial nation must initiate the project by requesting the host nation to proceed, b. In accordance with the general requirements for custodial storage site location, assists the appropriate NATO command in locating these sites. c. In accordance with the general requirements for support and depot site location, assists the custodial nation in locating these sites. d. In coordination with custodial nation furnishes necessary detailed technical information to host nation to insure that the project when completed will meet the militrry requirement. This information should be in sufficient detail so that the host nation can proceed with design and construction of that portion of the project which is eligible for NATO common funding and also for any portion for which the user nation is responsible for funding. 7. CUSTODIAL NATION a. Initiates support and depot type Special Ammunition Storage site (SAS) projects by requesting host nation to proceed. b. In accordance vdth the general requirements for custodial storage site location, assists the appropriate NATO command in locating these sites. j •c, DeterninSe. the general location requirements of support and depot sites in accordance vdth logistical support requirements, and coordinates with the host nation and NATO commands to arrive at final detailed locations as nearly in consonance as practicable with their requirements. d. Furnishes necessary technical information to host and user nations to insure that the project when completed will provide a completely useable facility without loss of time or additional expenditure of NATO common funds. Because of the nature of the program there are technical details which will be known only to the custodial nation. Therefore the . custodial nation must examine: CD The Type "B" estimate and request for authorization. (Custodial nation is required to confirm that this meets the minimum requirement before SHAPE gives military support to the request). (2) The contract plans and specifications (to insure that details not shown in the request for 'authorization are adequate from custodial nation viewpoint). Initiates action by requesting the host nation to proceed vdth any portion of Special Ammunition Storage projects which is not eligible for common funding but v/hich the custodial nation requires and is prepared to fund. The custodial nation must, furnish host nation with all.necessary details for this portion of the facilities and must accomplish the necessary bilaterial agreements to insure the construction is completed when required. 8, The final responsibility for implementing the infrastructure program for Special Ammunition Storage remains vdth the host nation in accordance vdth NATO infrastructure procedures. The Major Subordinate Commands and the user and custodial nations must assist the host nation in every way possible. The custodial nation, in particular, must actively assist host nations with those details or problems which because of their nature can be known or anticipated only by the custodial nation. 9» Major Subordinate Commands are requested to take an active part in arranging for conferences, visits or exchanges of information which are necessary to effect the coordination envisaged in this procedure.
