Subject: Weapons System. ACE Mid-Range Ballistic Missile 2. Since a military requirement already exists for these missiles they should be provided as soon as possible. However, in recognition of practical limitations, SHAPE considers that a phased program providing for the deployment of about 80 missiles in 1963, 100 additional in 1964 and 120 additional in 1965, would be acceptable. 3. In determining the number of ai rcraft which should be replac ed by MRBMs the fundamental c ons ideration is rel ative mi 1itary effectiveness, but relat ive costs are also h ighly sign ificant since a net increase in expenditures now pr ogrammed i n the country studies can rea sonablv be achiev ed only at the expense of critical fore e requirements in oth er areas. Depending somewhat on actual missile costs and on future es timates of the feasibility an d effectiveness of sur vival meas ures for both aircraft and mi ssiles, SHAPE consid ers to tha t the first 300 MRBMs should replace aircraft on about a one for one basis. Such a r eplacement would result in an acceptable mix of ACE stri ke force weapon s systems in the 1963-66 time period. 4. In proposing a one for one substitution, SHAPE considers that the most obsolescent aircraft should be replaced first, regardless of the mission of the aircraft squadrons involved. Where this policy would result in the replacement of aircraft assigned to attack squadrons, necessary adjustments can be made in the missions of appropriate aircraft strike squadrons. As previously indicated, SHAPE considers that a mixed mobile and. hardened posture for ACE strike forces is essential. If development costs preclude such a mix for the ACE MRBMs initial effort should be concentrated on providing suitable equipment to support a road, rail or barge deployment concept. Such a deployment would contribute to an overall mix of NATO strike forces and provide maximum military effectiveness and political flexibility. 6. There is no military reason to preclude the deployment of these missiles in any country in ACE a n d TMHB&L, «--£-_^ including the UK, should be regarded as potential recipients. On the other hand an effective capability does not depend on these missiles being stationed in any particular country. As a practical matter deployments will probably be limited initially to the participating nations, but eventually missiles should be located in other nations in accordance with the maximum practicable application of the principle of balanced collective forces. 7. The above views are preliminary and tentative. Firm recommendations must await the selection of a specific missile, detailed cost and technical feasibility studies of various deployment concepts and a determination of national preferences.
