UK' CONTROL OVER USE OF NUCLEAR WEAPONS
I CALLED ON SIR FRANK ROBERTS TO OBTAIN SOME CLARIFICATION OF THE
BASIS ON WHICH PRIME"MINISTER MACMILLAN MADE HIS REPLIES IN THE UK
HOUSE OF COMMONS ON JUN24 ABOUT UK GOVT'S AUTHORITY CN THE USE OF
NUCLEAR WEAPONS.
2 . S I R FRANK SAID THAT THE REPLIES GIVEN BY MR MACMILLAN WERE NEITHER
BASED DIRECTLY ON NATO ALERT MEASURES NOR ON US-UK BILATERAL AGREEMENTS,THEY HAD BEEN WORKED OUT WITH GEN NORSTAD AND COULD ONLY BE
UNDERSTOOD IN THE LIGHT OF THE DISCUSSIONS ON THE REPLIES WHICH WERE
HELD EARLIER IN THE WEEK BETWEEN HIMSELF,SACEUR AND THE UK GOVT AS
RELATED TO THE TYPE OF WEAPONS AND VARHEADS NOW AVAILABLE OR TO
BECOME AVAILABLE SOON TO UK TROOPS STATIONED ON THE CONTINENT OF
EUROPE.(ROBERTS INDICATED THAT THE WEAPONS BEING COVERED BY SUCH
STATEMENT ARE THE CORPORAL AND THE HONEST J O H N ) .
3.R0BERTS SAID THAT IN GEN NORSTAD'S VIEW SUCH WEAPONS WILL LIKELY
BE USED AFTER THE UK HAS BEEN AT WAR OR IN THE EVENT THAT A DECISION
HAS BEEN TAKEN TO USE TACTICAL ATOMIC WEAPONS TO COUNTERACT A MASSIVE
SOVIET OFFENSIVE OF THE CONVENTIONAL TYPE.IN THE FIRPT CASE THERE
WOULD BE NO RPT NO PROBLEM SINCE ALL UK FORCES WHEREVER THEY ARE
STATIONED WILL USE ALL WEAPONS AT THEIR DISPOSAL,WHILE IN THE
SECOND IT I S GENERALLY BELIEVED THAT ENOUGH WARNING PILL HAVE BEEN
GIVAN TO THE ALLIANCE THROUGH THE MOVEMENT OF CONVEN"IONAL TROOPS
IN SOVIET OR SOVIET-DOMINATED TERRITORY FOR PRIOR CONSULTATION TO
