SUBJECTS US Proposal for Discussion of Joint Atomic Problems
1.

Yesterday in company with the ambassador and Mr. Rae I

attended a meeting at the State Department at which two principal
subjects were discussed. First of all the US is desirous of entering into detailed discussions on joint atomic problems.
Secondly, the US have submitted a note in respect of Goose Bay requesting that they now be permitted to store nuclear as well as
non-nuclear components of SAC weapons at Goose Bay.

The US authorities wish to conduct preliminary discussions

on a service basis but before giving clearance to their own services
to contact Canadian opposite numbers, governmental assurance is required that such negotiations would be agreeable.

Regarding the service to service discussions on joint atomic

problems the following representative topics were mentioned?
a)

ways and means under the Atomic Energy Act of supplying
MB1 rockets to RCAF interceptors (USAF).

b)

Provision of atomic warheads to any BOMARG units that may
be established in Canada (USAF)«

c)

Plans for the storage of MB1 rockets and their use by
USAF interceptors at Goose Bay (USAF).

d)

Rearming of USAF interceptors as necessary at RCAF bases
(USAF).

e)

Possible Canadian requirement for NIKE HERCULES type weapons
with atomic warheads.

f)

4.

The introduction of nuclear anti-submarine weapons at USA
leased base in Argentia (Navy).
