Further to the Chiefs of Staff discussion yesterday,
X have had the paper amended in accordance with the points
which you and the other Chiefs of Staff Committee members
raised. You will note that 1 have included a new para. 8
dealing with the control of missiles and have produced
appendices showing extracts from the exchange of notes
regarding tile use of air-to-air nuclear weapons in Canadian
airspace.
2.
I am forwarding this to Mr. I-eerkes today for
his comments before sending it to Mr. Bryce for consideration by Cabinet. Mr. Pearkes is very anxious that this
matter be discussed at Cabinet before the Prime Minister
leaves Ottawa at the end of the month. I understand from
Mr. Leger that he was going to suggest to Mr. Smith that
he come up from New York for this meeting.
