The Committee had for consideration certain U.S. proposals for closer integration of atomic capabilities in defence of North America. (CSCs1888.1 TDJ15A of 16 and 17 December 1957) 2. The Acting Chairman. Chiefs of Staff informed the Committee that the Minister wished recommendations and submissions from the Chiefs of Staff, presumably for his use at Cabinet, concerning the problems involved. Lieutenant-General Graham suggested that the storage of atomic weapons at Goose Bay by the USAF be dealt with first, 4. Vice Admiral DeWolf pointed out that this proposed arrangement would make Canada a party to Strategic Air Command strike operations, by making it possible for offensive activities to be undertaken from a Canadian base,, In this connection the proposals were very similar in their ultimate effect to the proposals presently before the Government for the establishment of USAF tanker bases in northern Canada. 5. The Chief of the General Staff asked the opinion of the Chiefs as to whether or not they should advise the Government that whatever precautions were taken, the weapons would remain under the control of the United States and it would be possible, in an extreme case, for them to be used without the prior approval of the Canadian Government. 6. Air Marshal Campbell, pointed out that control of the use of the weapons exists now and would continue to exist under the present overflight arrangements. 7. The Committee discussed the existing regulations regarding control of atomic weapons both in Canada and the United States and appreciated that changes would probably be necessary in Canadian legislation or regulations under the Atomic Energy Control Act. 8o The Committee agreedg a) to advise the Minister that storage of Strategic Air Command atomic weapons at Goose Bay would enhance the effect of the policy of the deterrent; b) to direct the Secretary to draft a submission to Cabinet in accord with the decision of the Committee, and to include a statement regarding the necessity of appropriate safeguards, and an outline of the changes, if any, that would be required in the existing legislation on this matters 9« Referring to the proposed military discussions on joint atomic problems, the Chiefs of Staff considered that the proposals were entirelylogical and reasonable. 10. ' 10«The Representative of the Under-Secretary of State for External Affairs said that it was his understanding that United States authorities wer©a seeking political clearance from the Canadian Government for explorations in military channels of detailed arrangements for the introduction of specific nuclear weapons into the continental air defence system.
