Referring to the minutes of the SPECIAL meeting held on 18 Dec 57, Mr. McCardle stated that it was his understanding that the Committee had agreed to recommend to the Minister of National Defence that further interdepartmental consideration be given to the draft papers which were to be prepared with the object of putting before Cabinet two papers, which in their final form would carry the agreements of other interested departments. 2. The Committee agreed that the papers as written for the Minister of National Defence should concentrate on the military point of view, but that the Acting Chairman would inform the Minister of the recommendation of the representative of the Department of External Affairs. /2 EXTRACT FROM SPECIAL MEETING OF CHIEFS OF STIFF COMMITTEE - 20 DECEMBER 1957 000599 �-23. Mr. McCardle also stated that he thought it was recognized that the final papers would have to reflect the substance of discussions on similar matters in the course of this week's NATO Ministerial meeting. 4. The Committee agreed to record in the minutes that Mr. McCardle had raised this point but considered that the reflection of the discussions at this week's NATO Ministerial meeting would have to await the return of the Minister from Paris. 5. The, representative of the Department of External Affairs also stated that while reserving the final opinion of the Under-Secretary of State for External Affairs, he had indicated that he thought his Department would wish to suggest to Ministers that the opportunity afforded by Canadian Government agreement to the US proposal, if that agreement were given, be taken to remind the U.S. Government once again of the necessity of adequate consultation with Canada on situations which might lead to the possible use of the U.S. Strategic Air Force. 6. The Committee noted that it was the opinion of the representative of the Under-Secretary of State for External Affairs that this would be a suitable opportunity to remind the U.S. Government of the necessity of adequate consultation with Canada but that insofar as the present status of military consultation was concerned, the Chiefs of Staff were satisfied with the existing situation. 7. Mr. McCardle raised the question as to whether or not it would be desirable at some later stage to give an indication to our NATO allies of the nature and substance of our bilateral discussions with the U.S. both with respect to the storage of weapons at Goose Bay and the introduction of increased atomic capability into the air defences of the continent. 8* The Committee agreed that this might well be desirable at a later stage but should not be included in the papers prepared for the Minister. 9» The representative of the Department of External Affairs requested that the minutes of the SPECIAL meeting held on 18 Dec be amended by the revision of parai 10 as ;ftfHdwss "The Representative of the Under-Secretary of State for External Affairs said that it was his understanding that United States authorities were seeking political clearance from the Canadian Government for explorations in military channels of detailed arrangements for the introduction of specific nuclear weapons into the continental air defence system*. 10. The Committee then considered at some length the papers prepared for the Minister concerning US proposals for closer integration of atomic capabilities in defence of North America, particularly with respect to military discussions;and storage of nuclear weapons at Goose Bay. 11. During the course of discussion the following points were brought outs a) that the\Minister might be advised that this proposal was a further step towards supporting the Offensive operations of the U.S. Strategic Air Force from Canadian territory} /3 �s -3b) that if the proposal to store nuclear weapons at Goose Bay is approved, it would establish a principle that atomic weapons might be launched from Canadian territory and might establish a precedent for further US requests for storage of atomic weapons at other points in Canada and might possibly lead to a US request for ICBM launching sites to be located in Canada; and c) that the conditions of lease of the area occupied by the US forces at Goose Bay was significantly different from the conditions of lease of the other leased-bases at Argentia, Fort Pepperrell and Harmon Field. 12. It was agreed that the covering memorandum to the Minister should stress the short notice at which the papers were prepared and should also point out that during the course of their preparation and consideration the Chairman, Chiefs of Staff, together with senior officials of the Department of External Affairs and the Privy Council Office, were absent from Canada. The covering letter should also inform the Minister that there had been no opportunity to find out in more detail the reasons for the American request. 13.
