A 4 n order to improye the general operational effectiveness of the USA ^" Strategic Air Command, the USA^ Government desires to deploy nuclear weapons to existing storage facilities at Goose Bay. At the i&ctbber>—L950ii._meeting 6T"~th"e~Perman®htlJ.biht_Board on Defence thV United States Section initiated '-a" lengthy off -^e^record discussion of the plans of the Strategic Air Command whichj among other'things, involved the construction of storage facilities at Goose Bay for special weapons« Late inNQctober, 1950, Canadian Government approval was given to the united States request for construction of storage" buildings and related facilities^; subject to Certain conditions, one of which was that there would be no storage of "special weapons at Goose Bay without the express approval of the Canadian Government. 3. There are,^therefore, storage facilities at Goose Bay for nuclear weapons, although noN^uch weapons are presently stored there. These storage facilities are locatedvwithin an area at Goose Bay which iras leased to the United States under an exchange of notes between the two governments on December 5, 1952. 4. The Canadian Government, in its support of the strategic concept off NATO, has agreed to support -&he strategic nuclear counter-offensive capability of the "US Strategic Air Command which is the main part Of the deterrent. As the proposed deployment of nuclear weapons at Goose Bay will enhance the operational effectiveness of theXdeterrent, this present ijroposal is in lisse with Canada's defence policy and responsibilities under the Canada-OS regional area of NATO;. :'• I \ 5.' It will be noted that upon agreement of the Canadian Government for the proposed deployment programme, subsequent notification of all USA aircraft movements resulting from such deployment will be made in accordance with the agreed procedures now in existence and which are considered satisfactory for such flights parrying nuclear weaponso Furthermore,' if approval is now given as requested, it should be conditional upon\ safety precautions and security arrangements being made satisfactory to the IJinister of National Defences 6. . No change in Canadian Government legislation will be required to allow, for the imports export and storage of such weapons in Canada. Under the Atomic Energy Control Regulations the Atomic Energy Control- Board may issue a general order permitting dealings in nuclear weapons and nuclear components as authorized from time to time by the Minister of National Defence and authorizing the Departments of Trade and Commerce and.National Revenue to issue the required export and import permits therefor. 7. Recommendation - In the light of the foregoing thVChiefs of Staff recommend, and I concur, that, as the storage Of nuclear weapons of the Strategic Air Command at Goose Bay will enhance,the effectiveness of the deterrent, the Canadian Government agree to the -United. States^proposal as set out in the text of the Aide Memoire at Annex IV- subject to the existing regulations governing the notifleationof USA aircraft moVementsNqarrying nuclea-r-wgapbns* and that satisfactory liafegliards of such weapons are taken.
