During a conversation which I had on June 5 with ·
Krapf, Head of Political Division II in the Foreign Office,
he made a
of comments about the German attitude
towards the MLF which perhaps warrant a brief report.

Krapf said that from the outset von Hassel had
· supported the United States pr?p?sal for a
·
nuclear·force 1 largely for pol1t1cal reasons. Krapf had
been present 1n Washington 1n March this year when Admiral
Ricketts had "briefed" von Hassel on the multilateral
nuclear force and on the concept that this force might be
contained in surface carriers. Von Hassel had been completely convinced by Admiral Ricketts' arguments in favour
of surface carriers but shrewdly decided not to attempt to
plead the case with his own service advisers and in particut / lar with his naval advisers who were strongly opposed to
the concept. Instead he invited Admiral Ricketts to visit
onn for this purpose with the result that the ·rsenior German
. ilitary advisers had been completely won over, which,
Krapf believed• might not have been the case if von Hassel
had been the aavocate..
