I ha:ve your letter of 13 May enclosing the propose&lt;:("
memorandum to Cabinet on the subject of Canadian participation in the organization of the NATO Inter-Allied Nuclear
Force. As I explained to Mr. Ross Campbell by phone,
Mr. Hellyer is agreeable to the basic paper and the conclusions. He is prepared to support the proposal that

Canada contribJ,.lte forces to the IANF but is somewhat
doubtful of some of the arguments that are mustered under ·t
the sub-heading "Political Control",. The statement made

in para. (b) is open to misunderstanding and possible
argument. Para. {e) does not seem to be a particularly ./_pt./.... -useful point to attempt to make.
In the recommendations on page 4, sub-para. (5)
indicates that Canada is anxious to place Canadian
officers in the staff both at SHAPE and at Omaha. As
far as this Department is concerned this is not the case ',,..
and we would recommend therefore that the latter part of
this paragraph be deleted.

On, the matter of statements to be made by
ministers at the NATO meeting, Mr. Hellyer proposes to
have discussions on this with Mr.

Subject to the above, Mr. Hellyer is prepared to
join with
Martin in a joint submission to Cabinet.
