attempt by our department to provoke a complete

re-examination of our defence policy, particularly

in the light of the developments in thermonuclear warfare. Ignatieff prepared a memorandum
as a basis of discussion., I was told by Ignatieff
later that the attempt floundered because of the
refusal of Foulkes to cooperate.
When I was back in Canada on home
leave the summer of 1955 1 wrote a memorandum
on the issues raised in Ignatieff s papar.
I would very much like to read
my own memorandum again. Do you think you could
possibly get someone to look up the departmental
files and have a copy of my memorandum made and
sent to me. I would like to turn the matter
over in my mind so that when I get back to Ottawa
I could have a talk with you about the problems.
