Cabal Briefing

lou may wish to inform the Prime Minister about
the United States proposal to give a Cabal briefing to
him, the Secretary of State for Asternal Affairs, the
Minister of National Defence and a small group of senior
officials. The United States team, which conducted
these Cabal briefings in various European capitals, was
to be disbanded on April 13 but we were given the impression by the United States J&amp;abassy that the team or a
part of it might be re-assembled to give the Ottawa
briefing when Ministers are ready.

fou may wish to point out to the Prime Minister
that the briefings given in Europe were of eight hours*
duration. The Americans thought that a shortened four*
hour version would suffice in Ottawa. It might be that
Canadian Ministers would wish an even shorter version.
If there was supplementary material which the Americans
wished to pass on, this might be communicated to officials
afterwards,
