Study or National Security Policy
I sent to Mr. Bryce, as you had agreed I
might, a copy of my memorandum of December 21 on
Canadian defence problems, and have had a word with
him about the suggestions in it.(it is attached for
ease of reference). He has now called a meeting On
Friday, February 10, of his ad hoc committee on the
study of national security policy to discuss the
next steps.

You may recall that this ad hoc committee
decided, at its first meeting on July 20, 1955, to
consider at its next meeting the terms of reference
of the proposed study, and the obtaining of ministerial
approval for it and for the method of carrying it out,

Since that time there have been several
developments relevant to the proposed study:
(a) the reappraisal of the CF-105 development
programme has indicated at least in broad
outline the probable requirements for
North American air defence over the next
six or seven years;
(b) the North Atlantic Council has agreed on
procedures which governments are invited
to follow if they intend to undertake
"a comprehensive review of the future pattern
of their forces......to constitute the most
effective contribution to NATO under the
current strategic concept" — these include

- 2 notification to the Council and consultation
with the NATO military authorities and the
international staff;
(c) information has been received that the United
States authorities intend to open negotiations
in the very near future "for the use of atomic
weapons over Canada". This may well be a
major step towards the creation of an integrated
weapons system for North American defence.

It has also become increasingly clear since that
last summer that time is of the essence in this matter.
Plans for a North American air defence system involving
the use of guided missiles with atomic warheads and elaborate
and very costly communications systems are already well
advanced; and the further this U.S. initiated programme
proceeds, the less amenable it will be to change to meet
Canadian requirements and views,

A beginning was made on the study following
the meeting of Mr. Bryce's Committee on July 20 last.
A short paper on the "Aims of Canadian Defence Policy"
was agreed in draft between this Department and the Department of National Defence. The Joint Intelligence Committee
also produced a paper on the "Intentions of Communist China".

A searching re-examination of our defence commitments and programmes is now required even more urgently
than last July. I should like to see Mr. Bryce's Committee
agree on Friday to submit recommendations for such a
re-examination to the Cabinet Defence Committee, If you
think it desirable , perhaps Mr. Bryce and I might discuss
this matter with you before Friday's meeting*
