Watioria'1" "Security'Policy" Study"-- Statement of tne Aims

Canadian Defence Policy

You will recall that, at the meeting of
Deputy Ministers, under the Chairmanship of Mr. Bryce,
on July 20, it was agreed to start the study on national
security policy with a consideration of the aims of
Canadian defence policy. It was also agreed that, if
possible, a joint paper be prepared by the Department of
External Affairs and the Department of National Defence
and submitted for discussion at the next meeting of
Deputy Ministers.
2.
Mr. Leger asked that in his absence
I should try to reach agreement with General Foulkes
or his representative on a joint statement, with a view
to having it circulated to the other Deputy Ministers
concerned for their approval.
3.
I attach the draft of a joint paper,
which has the approval of General Foulkes. If you agree,
this paper will be circulated as a joint External AffairsNational Defence draft to the other Deputy Ministers
concerned.

the end of the week, I should like to know whether this
