Attached, hereto, is a copy of the
proposed paper on the Aims of Canadian Defence
-Policy, which text has been agreed to by
General Foulkes.
Since my telephone conversation with
you, you will notice that there have been two
slight amendments made, as follows:
(a) in aim 1), the words "from direct
attack" have been inserted after
"North America", as it is considered
that this reads better and.sets out
the aim without detracting from the
main intention.
(to) in aim 2 ) , the words "and for defence
of the NATO area" have been substituted
for "and with the United States for the
joint defence of the Canada-United
States region". The reason for this is
that in the previous wording it might
be implied that if the collective force
was not capable of deterring aggression
we were only prepared to defend the CanadaUnited States region when, in fact, we
will also be defending the NATO area in
Europe, and the new wording will resolve
this omission.
