As members of the JIC are probably aware, an
interdepartmentalfleetingwas held en July iO last under
the chairmanship of tbe Cl&amp;rk of the Pilvy Council to
initiate a e,tuJy of our national Betraxitg ?oxicy. Betides

Mr. Bryce opened the aseetiag by expressing the viae teat
a start should be made on re-assessing Canada's defenoe
policy and he suggested that the meeting give the natter
preiialnary consideration before seeking direction on tha
specific terns of reference for the study. It had been
about five years since tha main outline of our present
defence programme had been formulated. Mr. Bryce pointed
out that we were now spending approximately two billion
dollars a year, but the whole background had changed, and it
was desirable to have another look at the basic fundamentals
on which our policy Is based.
The subsequent discussion ranged widely over defence
and foreign policy fields. One question raised was whether
Communist China should be regarded as a potential source of
threat to the peace of the world, irrespective of the policies
of the DGGE, and If so, whether Canada should plan to take a share
in the containment of Communist China either directly or indirectly.

The Under-Secretary has now Instructed the
Far Eastern Division of this Department to prepare a brief
memorandum on the foregoing ^uebtlon for submission In due
course to the Interdepartmental committee. In this connection
the Far Eastern Division has asked at to transmit to the JIC
* request for a brief appreciation on the following question!
"

Should Communist China be regarded as a

I should be grateful if you would circulate this
letter to members ef the JIC, and table this Item for our meeting on Aufuct 10 next. Clewrly, some of tbe considerations

relcvent In this connection alfto.
