It had been about five years since tha main outline of our present defence programme had been formulated. Mr. Bryce pointed out that we were now spending approximately two billion dollars a year, but the whole background had changed, and it was desirable to have another look at the basic fundamentals on which our policy Is based. The subsequent discussion ranged widely over defence and foreign policy fields.
