The substance of the attached paper was
published last March in U.S. News and World Report and,
consequently, has had wide publicity.
2.
I am not convinced of either the moral or
political desirability of trying to limit or humanize
war. Prom a moral point of view, what Is really criminal
is having recourse to war, whatever form it might take.
3.
Prom a political point of view, I think it
is questionable that nuclear war should be rendered more
tolerable. The political feasibility of ruling out
attacks on cities seems to me to raise tore difficult
problems of international supervision, which has proved
so intractable in the disarmament discussions.
I have in fact amended my paper on "The
k.
Nuclear Deterrent" In an effort to take account of this
approach to the problem which, as you know, is shared by
others. I have also drawn the attention of the Defence
Department to the statement oh this approach made by
Admiral Buzzard, who wrote a letter to the Minister. In
the circumstances, I propose that no further action be
taken on this paper.
