Meeting, with Mr. Bryce and General Foulkes

I submit below some specific points for your
consideration in the discussion of General Foulkes'
proposals for the reassessment of Canada's defence policy.
2.
First, as to the scope of the study, I think
that we could accept the tripartite.division of the study
suggested by General Foulkes, I.e.,
(a) Canada's aims and objectives;
(b) Canada's commitments;
(c) Assessment of priorities of the defence
commitments, taking account of political,
military and financial considerations.

3Canada's aims and objectives however should be
considered in the light of the following factors:
(a)

that there is no distinctly Canadian concept
of defence^ i.e., that Canada's defence must
be collective, either through NATO or CanadaUnited States;

(b)

that new assumptions are necessary to take
into account nuclear conditions of warfare;

(c)

that Canada's position in relation to other
powers (including its autonomy), both friendly
and otherwise,Yneeds to be protected.

The Departmental memorandum has been revised
and will be submitted under consideration of (a). The
revisions include recognition of the following points made
in comments:
(a) Integration of nuclear weapons with conventional armaments in the United States
and the difficulties therefore of drawing a
clear distinction between nuclear and nonnuclear warfare;
(b) the necessity of pushing air defence installations , in Canada northward to avoid nuclear
air battles being fought over Canadian populated areas;
(c) difficulties of putting an integrated air
defence command of North America under NATO
control;
(d)

the importance of maintaining an expanding
economy to cope with the cold war;

(e) the importance of the control problem in
disarmament, especially methods of inspection,
to give warning of aggressive preparations;
and
(f) the need for efforts to reach a detente In
order to reduce the danger of war by miscalculation.
5.
The analysis of Canadian defence commitments
could be considered as primarily the concern of National
Defence.
6.
As regards (c) (Assessment of priorities), the
study should:
(a) attempt to come to grips with a forecast of the
nature, size, and scope of probable U.S. requirements in continental defence, in or over
Canadian territory, in the next five years, and

- 3to reassess the political, financial, as
well as military implications of these
requirements;
(b)

should require that in arriving at the
balance between our desire to maintain
commitments in Europe and take an appropriate share in continental defence, there
are important foreign policy considerations,
particularly in the next year or two, and
that consideration will have to be given to
the outcome of the Four Power talks on
European security in this connection.

7.
With regards method, I do not believe that
we should agree to having the papers Initially drafted
by the Services and then considered at the Deputy
Minister level, nor that the secretarial staff of the
study should be provided by National Defence only.
If our original proposal for a joint civil-military
working group is not acceptable, then I suggest that
at least it should be agreed that joint consideration
should be given to the Service papers before these are
discussed by the Deputy Minister. This could be done
through an ad hoc joint committee, or possibly through
the Joint Planning Committee. The secretariat should be
provided by the Cabinet Secretariat.
