A revision of the memorandum has now been made in the light of the comments received, and a copy is attached. 2. You said that you had comments on the earlier draft of this paper dated March 26. Before the revised draft is put into shape for circulation to other Departments concerned, you might like to indicate what changes, if any, you would like to have made in it.
