General Foulkes' Proposals: The Reassessment

The attached is a copy of the correspondence
between General Foulkes and Mr. Bryce regarding the
study of Canadian national security policy which General
Foulkes made available to Dr. MacKay on an informal basis.
General Foulkes* letter to Mr. Bryce, dated June 17, sets
out his views on how this study might be carried out.
Attached to this letter Is a paper prepared by General
Foulkes entitled "Reassessment of Canada's Defence Policy,
Aims and Programmes for the next Five Years, 1955-56",
which sets out the General's views on the scope of the
study. Attached also is a copy of Dr. MacKay's letter to
General Foulkes, which sets out certain preliminary
Departmental reactions to General Foulkes' views. A
memorandum containing some comments on these papers was
submitted to you on July 5 (a copy is attached for
reference).

I draw these papers now to your attention
because on Friday evening I had a brief conversation with
Mr. Bryce, who told me that he had just read General
Foulkes' paper and I understood he might wish to talk
about it.
3Mr. Bryce also said that he. had noted Dr.
MacKay's comments on General Foulkes' views, Mr. Bryce also
mentioned that he would have another look at our Departmental paper. I have just revised this paper, Incorporating
comments which have been received. If you agree, a copy

of it might be made available to Mr. Bryce after we
have received the Minister's comments on it. I shall
submit the revised paper with a covering memorandum
from the Minister in a day or two (it is being typed)

With regard to a time-table, Mr. Bryce
still apparently thinks that certain recommendations
for consideration!.:, of Ministers might be drafted by
October.
