Meeting'with'"the Minister on the Study
9.?. National Security Policy

The Minister has agreed to meet in his office
in the House of Commons at noon on Friday, July 8, to
have a talk on national security policy with officers of
the Department*
2.
As you know, the Department put forward proposals
on November 17 last that there should be a reassessment
of Canadian national security policy in the light of developments in the field of nuclear weapons and the means of
delivering them. We had in mind particularly that important
adjustments would be required in our approach to foreign
policy because of these developments, and especially the
approaching sufficiency of nuclear weapons available to the
Soviet Union as well as to the United States.

The Minister wrote to Mr. Campney on four different
occasions, suggesting that Ministerial approval be given to
such a study. General Foulkes has now written to Mr. Bryce,
suggesting that Cabinet Defence Committee give the necessary
authorization to proceed with such a study, indicating that
Mr. Campney has agreed.

In the meantime a preliminary paper, examining
some of the foreign policy implications of the reliance on the
nuclear deterrent to prevent war, has been prepared in the
Department and circulated to the officers concerned (The
Strategic Concept of the Nuclear Deterrent 1955), a copy of
which is attached for easy reference.

5.
The purpose of the meeting on Friday would
be (a) to discuss with the Minister the participation
of the Department in the reassessment of Canadian defence
policy proposed by the Department of National Defence,
and (b) to discuss the further examination in the Department
of the foreign policy implications of nuclear developments.
In connection with (b), Mr. Reid has prepared a memorandum,
a copy of which Is attached.
