The message was drafted in the light of your comments on our earlier memorandum and Mr •. Leger" s reports (NATO telegrams 270 and 271) which indicated little on the part of Permanent Representatives for weighted voting and related schemes for political control, but general support for the idea of giving consideration to the "guide-linestt approach. It.is interesting to note in this connection that Mr. Stikker, during his recent visit to Washington, expressed the view to the State Department that it would be undesirable to press for agreement on a scheme involving weighted voting, a control group comprising less than the fifteen, or "fifteen fingers on the triggern.
