Rt'DUJT k SECRET

Recently we received a proposal from London,
suggesting that the United Kingdom and Canadian Governments might make a joint approach to the United States
Government on certain questions relating to the employment of nuclear weapons. In particular, the United
Kingdom expressed some doubts as to whether a clear
distinction could be drawn between small and precise
nuclear weapons on the one hand and the larger nuclear
weapons, on the other.
Copy of the U.K. draft paper, contained in
telegram 537 of April 18 from the High Commissioner in
London with the Minister's comments on it, is attached.
A paper examining the British views has been prepared
in the Department. This departmental paper was included among the briefs prepared for the Minister in connection with the NATO conferences next week but we
have not yet received his views on it.
A copy of this departmental memorandum is
enclosed, and any comments which you would care to
make on it would, of course, be welcome.
