The report was prepared by the Foreign Policy Research Institute of the University of Pennsylvania. It said the overriding objective of American policy in the next decade should be to strengthen the North Atlantic Treaty Organization so that it can defend Europe from attack by either nuclear or conventional weapons. As a token of this country's commitment to a new NATO strategy, the report proposed that one additional American Division be sent to Europe to reinforce the ground troops there. There are now five United States Divisions in West Germany, also other American forces elsewhere in Europe at air bases, supply depots, etc. Chairman Fulbright (D-Ark.) of the Foreign Relations Committee commended the report as taking 'a hard-boiled view of the immediate and potential dangers confronted by Western Europe.1 But he said it does not necessarily reflect Committee members' views. The Study is one of a series being made in the Committee's long-range review of foreign policy. Fulbright said this one was particularly timely because, he said, the talks between President Eisenhower and Soviet Premier Nikita Khrushchev 'have encouraged relaxation. • Fulbright said he has welcomed the top-level conversations that have taken place, but • added: *It is important that the Eisenhower-Khrushchev conversations not be permitted to bathe us in a glow of happiness, unwarranted by the facts and thus dangerous to our security. • The report painted a potentially dark 000086 Kxt. 182A (Rev. 2/52) �picture in which it said that 'unless the "United,States modernizes its delivery and defense system, the balance of power could shift radically within the span of several years.' In the next decade, it said,; the Soviets may spring a.series of crises'and conduct pinprick operations . in Europe designed :,to demonstrate that United States retaliatory power . has been neutralized and thus can no longer be counted upon by-theEuropeans. 'The Soviets,- as they approach full nuclear maturity, may well conclude that limited'-wars,, especially those initiated by satellites, under ambiguous circumstances, may well be 'safe'4,wars — wars that will not trigger all-out .nuclear conflict,' the report said. The answer to .. this, the .report continued, is to alter the policy by which the United 7.States retains control of all nuclear weapons,- and put them into the , hands -of allies. This would include France, which has refused to permit United States nuclear-bomb carrying planes to be based.on its soil. The report said the nuclear arming of the free nations wpuld put the Russians at'a disadvantage. It said: that•because,the" Russians cannot trust their ; satellite states, they would hesitate to arm them similarly."
