.jonre time ago you asked for departmental
comment on' trie critique of British defence policy,
with particular reference to the decision of the
British Government to produce thermonuclear weapons,
by R.H.S. Crossman and George Wigg, which appeared
in The New Statesman and Nation of February 26.
This article (photostat copy of which is
attached) has been carefully considered by various
experts in the Department and comments prepared,
which are contained in the attached memorandum.
I think that the arguments contained in
these papers have relevance to the forthcoming
NATO discussions as well as to the question of
four-power talks on Germany.
A separate paper is being prepared,
examining the "Distinction between large and tactical nuclear weapons and the limitation of warfare" and vail be submitted to you in the next
few days.
