I think that the arguments contained in these papers have relevance to the forthcoming NATO discussions as well as to the question of four-power talks on Germany. A separate paper is being prepared, examining the "Distinction between large and tactical nuclear weapons and the limitation of warfare" and vail be submitted to you in the next few days.
