Muclear Weapons - United Kingdom Position

We have been studying Prime Minister Macmillan's
statement in the House of Commons on June 23 when, in
reply to questions, he indicated "that a positive decision"
would be required by the United Kingdom Government with
regard to the use of nuclear weapons of any kind, whether
operating under independent United Kingdom command or Allied
command. (London telegram 2067 of 2k June attached).

While we appreciate that Mr. Macmillan's statement
must be viewed in the light of current political debate in
the United Kingdom concerning nuclear weapons, we are
inclined to think that it would be advisable if our High
Commissioner in London and possibly M. Leger were able to
confirm with the United Kingdom authorities and SACEUR,
respectively, our interpretation of the Prime Minister's
remarks. Since the intention is to equip Canadian forces
in Europe with nuclear weapons, it would seem particularly
desirable to have a clear understanding of the arrangements
for political control (as distinct from the military
