Draft General Agreement concerning Nuclear Weapons
required for Canadian Forces and accompanying
Letter of Understanding
Memorandum, Secretary of State for External
Affairs and Minister of National Defence, July 15th,
Document D6~63»
The Committee agreed to recommend,(a) that authority be sought from the Governor
General-in-Council for the Secretary of
State for External- Affairs to enter into
an agreement on behalf of the Government of
Canada by way of an Exchange of Notes, as
negotiated between the representatives of
the two governments, as soon as mutually
convenient;
(b) that the Letter of Understanding be approved
for transmission to the United States
Government at the time of signature of the
Exchange of Notes;
(c) that following signature of the proposed
Exchange of Notes and Letter of Understanding,
Canadian officials meet with U.S. officials
to review the procedures and means for
intergovernmental consultation on and
authorization of the operational use of
nuclear warheads by Canadian forces assigned
to NORAD and NATO and report the results to
this Committee.
