After some discussion, it was decided at that meeting that this amendment would be accomplished by dropping entirely the annex listing the weapons and weapons systems, and make an appropriate amendment to paragraph (1) of the draft agreement. The substitute language suggested for paragraph (1) was as follow: "The United States shall provide and maintain stock piles of nuclear warheads for the use of Canadian forces in respect of such weapons and weapons systems as may be agreed from time to time. . . . .". On further reflection I believe that the means whereby we should accomplish the elimination of A.S.W* weapons should be reconsidered. The object of the change was to confine present action to "commitments1' undertaken by the previous government in order to facilitate the handling of this problem in Parliament. In my view there would be important advantage in this regard in being able to state, if questioned, that the agreement itself makes clear that this limitation exists.
