Instead you would have to have recourse to some such language as: "weapons and weapons systems as may be agreed from time to time." The objection to this Is that it would leave completely open-ended the number of such weapons systems that might be acquired, and you will recall that the decision of the Cabinet Committee was to be more restrictive for the time being. 2. If however the object of omitting the appendix is to make the agreement open-ended as to types and numbers of weapons systems, then you still do not want to require specification of such systems In any further Intergovernmental agreement, and the alternative language above would still apply. 3. A third possibility is that the Ministers are groping for a means of confining their present action smfe commitments" undertaken by the previous Government so as to protect themselves when Parliament meets. If that is the purpose then I would suggest the language of para, (l) be left unchanged, and the annex retained with the ASW requirement omitted.
