"Battle formations must be deployed in
depth in small organizations possessed of
or supported by heavy fire power, be highly
mobile and be capable under appropriate
command structure of independent and/or
interlocking operations under extremely
chaotic wartime conditions ... these forces
must have qualitative support in both
weapons and mobility to compensate partially for their quantitative inferiority
... acquisition of new weapons and progressive integration of nuclear capabilities will produce problems of transition
which must be met while maintaining full
operational readiness."
