1 have thn honor to refer to Articles 20 tad
21 of thn Coaaunieue issued by thn North Atlantic Council
on December 19, 1957 anA to conversations vhich havn taken
place bntvnnn thn Supreme Allied Coaaander Europe (SACEOR)
and the Governments of Canada and of the United States
regarding the stockpiling of atomic weapons in Europe for
Canadian forces.
It Is thn understanding of ay Government that
In the course of these conversations agreement in
principle was reached to the establishment of elements of
a stockpile of atonic weapons to be provided by the United
States in support of Canadian forces in Europe. In order
to laplemcnt this agreement In principle my Government
suggests the following arrangementsi
(l)fhe location of the stocks for the support of
Canadian forces assigned to HAT0 in Europe will be
determined by SACEUR in accordance with approved
JSlJiSO military plans and in agreeaent with Canadian
and ttolted States military authorities and* if
necessary, thn appropriate authorities of thn
country in which stocks are to be located.
(2)Except as otherwise agreed* the costs of construction*
development and maintenance of the storage sites and
associated facilities* including those required
for the support of the U.S* special weapons custodial
and support personnel* shall be borne by Canada*
Arrangements for providing ths land involved,
without cost to the United States* will be the
responsibility of the Canadian Government. So the

the SATO infrastructure funding of &amp;AZO atomic
stockpile site construction costs* the apportionment of costs will be subject to SATO infrastructure procedures. Installations and facilities
for atomic weapons storage and maintenance will be
built and maintained at least in accordance with
2!A$0 standards and criteria. Installations and
facilities for normal logistic support (housing*
messing* offices* etc.)* vhich may not be specified
under SATO criteria* will be built and maintained
as mutually agreed.
(|)It is recognised that the custody of any stocks of
atomic weapons provided by the United States will be
the responsibility of the United States and that
United States personnel will be assigned to the
stockpile sites for this purpose.
(*v)Wh#n the weapons are released by appropriate authority*
they will be employed in accordance with prooedures
established by SACEUB.
&lt;5)United states forces will be responsible for the maintenance* surveillance and assembly of the atomic
weapons* including the provision of personnel and
technical equipment for the performance of these
functions.
(o)Bxeept aa otherwise agreed* external security of all
atomic weapons in storage er during movement within
the country concerned will be the responsibility of
the Canadian forces, the details of external security
arrangements will be determined by the appropriate
United States and Canadian military authorities in
accordance with directives of SACEUR.

* 3(7)United States forces will be responsible for the
movement of the atomic weapons to points of entry in
the country concerned and from points of exit.
Canadian forces* except as otherwise agreed* will be
responsible for the transportation of the weapons
within the country concerned* subject to paragraph 3
above.
(S)A reliable means of signal communications will*
except as otherwise agreed by the appropriate
authorities of the two governments* be provided by
the Government of Canada to meet the purposes of
this Agreement.
(9)Canada will* in general* provide at no expense to the
United States Government reasonable administrative
and logistical support for United States forces and
dependents in support of Canadian units. Jhis
support will include common items of supply* organic
; transportation* and such other support as may be
mutually agreed.
(10)Supplementary Service-to-Service arrangements* within
the scope of this agreement pertaining to the various
delivery systems and associated installations* will
be negotiated separately* as may be appropriate*
between the appropriate military authorities of the
Unltnd States and Canada.
I propose that if the foregoing Is acceptable to
your Government* this note and your reply indicating such
acceptance will constitute en agreement between the two
Governments on this subject* the agreement to enter into
force on the date of your note in reply.
