On the orders of the day:
Hon. Paul Martin (Essex East): I should
like to direct a question to the Acting Secretary of State for External Affairs in the
absence of the minister. Notice of this question was sent to the minister's office this
.morning. Has any agreement been reached
, between t h e government of the United States
and the government of Canada or any agency
or person thereof that would ensure the
delivery to Canada of nuclear weapons either !
before or after the outbreak of war?

Right Hon. J. G. Diefenbaker (Prime
Minister): Mr. Speaker, the answer is in the
negative.

Hon. Paul Hellyer (Trinity): I should like
to ask the Prime Minister whether he saw
the program which has been characterized
as the great Canadian comedy last night on
the Canadian Broadcasting Corporation network at ten o'clock, and whether the Minister
« of Public Works (Mr. Walker) was speaking
on behalf of the government when he said:
—if we have atomic warheads here we want to
have them under our own sole control. That is
perfectly natural.
Mr. Diefenbaker: Mr. Speaker, I am not
going to reply in kind. After all, the hon.
member ( provides some continuing comedy
to the house in his questions. As to the latter
part of the question, may I say that I am
unaware of what the hon. minister said. I
can only add that last evening he seemed
to have complete control of the situation.

advised the house as follows:
At no time did I say sole control. I said joint
control of Canada as to the use and also as to
everything connected therewith. That statement
still stands.
Mr. Diefenbakor: Mr. Speaker, I have not
the statement before me. I know that at
that time a rather lengthy statement was
mode. I simply point out the fact that since
then discussions have continued between the
United States and Canada with reference
to this matter. It has been a subject that ,
has caused a great deal of division among
all the nations within NATO. However, in so
far as Canada and the United States are
concerned, at the moment there are no immediate,.discussi ons.

Mr. Hellyer: I have a supplementary
question for the Prime Minister. Will the
iPrime Minister advise the house whether
there has been any change in the policy of
