My dear Colleague,
Policy for the employment of nuclear weapons
I attach for your consideration copies of
Telegrams 536 and 537 of April 18 from London, containing
a communication received from the Foreign Office* Tou
will see that United Kingdom Ministers have been giving
consideration to the implications of the nuclear deterrent
policy. They perceive a divergence between their views
and those of the United States Government on this matter
and want us to be associated with them in a joint approach
to Washington.
As you know, some preliminary consideration
has already been given to this subject in my Department;
you will recall in particular the draft paper on the
political implications of the nuclear deterrent policy
which I sent to you on April 4. As soon as your
Department and mine have had an opportunity to consider
the United Kingdom proposal, it seems to me desirable
that we should meet together with our advisers to
discuss what reply should be made to the United Kingdom
Government. Since the United Kingdom proposal raises
a number of related questions touched on in the preliminary study, we might also use this opportunity to have
a word on the suggestion I made with regard to an interdepartmental study. We should also be able to judge
