BRYCE: Nuclear Weapons Policy Cabinet reviewed the draft of an agreement on nuclear weapons at several meetings in August, 1961. (See flagged book attached). At that time the whole of the draft general agreement and Schedule "A" concerning BOMARCs was gone over, but no decision was taken to commence discussions with the U.S. on the text. (You will recall that -fefee•ajjJrtuuuW. uf the draft was submitted in the context that an agreement on arrangements might be concluded with the U.S. that could be implemented later if Canada decided to obtain the weapons). After these discussions, drafts of Schedules B (Maritime forces), C (Honest Johns) and D (CF-104's) were prepared and External says Mr. Green submitted them to the Prime Minister for comments on September 1, 1961. As far as DL1 knows, the Prime Minister still holds these Schedules and has not commented. Also, since September 1961, National Defence has proposed to External that a Schedule on the CF-101's should be prepared and has proposed some amendments to Schedules A, B, C and D. There seems to be no special reason why External needs much time to prepare Mr. Green for discussion of the contents of Mr. Harkness' memo itself, since what they have in mind is simply briefing him on the situation to date. Should Cabinet want to reconsider the draft agreement itself, however, and look at the new Schedules, some time might be needed to assemble this material in its latest form. TOP SECRET 000383 �Document disclosed under the Access to Information Act Document divulgue en vertu de la Loi sur I'acces a I'information - 2 TOP SECRET I think myself that it is doubtful whether a favourable decision on Mr. Harkness' submission would permit negotiations with the U.S. on the text of an agreement to start, because Cabinet has not considered all the Schedules and now National Defence has proposed changes even to Schedule "A" which Cabinet previously reviewed. I also doubt if Cabinet considered in August, 1961, that it had approved a negotiating text even of the general agreement; the conclusion of this series of meetings was that further consideration would be given to the matter. Moreover, the Prime Minister has made statements since that time to the effect that Canada would not obtain nuclear weapons in _ ^.y/^U*-^ peacetime, and this may necessitate a reconsideration of the whole approach in the draft agreement. I say this because it was strongly held by some in the Cabinet discussions of August 1961 that Canada should not begin to negotiate terms until it had been decided in principle that the weapons would be obtained.
