2.TEXT BEGINS:MY ATTENTION HAS BEEN DRAWN TO RECENT EXCHANGES IN
THE HOUSE OF COMMONS IN CDA CONCERNING THE AVAILABILITY OF
NUCLEAR WEAPONS FOR CDN FORCES IN CDA AND EUROPE.OF COURSE,WHETHER
CDA WISHES TO ARRANGE WITH USA TO HAVE NUCLEAR WEAPONS AVAILABLE
FOR CDN FORCES I S A MATTER FOR CDA TO DECIDE .THE CUSTODY OF USA
NUCLEAR WEAPONS MADE AVAILABLE FOR THE FORCES OF OUR ALLIES MUST
REMAIN WITH USA.IN ADDITION TO ASSURING THE SAFETY AMD SECURITY OF
NUCLEAR WEAPONS,THIS IS ONE OF THE WAYS IN WHICH USA SEEKS TO
PREVENT THE PROLIFERATION OF INDEPENDENT NATIONAL NUCLEAR
CAPABILITIES. HOWEVER, INSOFAR AS CONTROL OVER THE USE OF SUCH WEAPONS
BY CDN FORCES I S CONCERNED, USA IS WILLING TO WORK OUT ARRANGEMENTS
FOR JOINT CONTROL FULLY CONSISTENT WITH NATIONAL SOVEREIGNTY.USA
REMAINS PREPARED AT ANY TIME TO DISCUSS SUCH ARRANGEMENTS WITH THE
GOVT OF CDA AS WE HAVE DISCUSSED THEM WITH OTHER GOVTS.TEXT
